The mission and purpose of the Entertainer Motorcoach Council (EMC) is to inspire a level of confidence in the safety, reliability, and quality of service for the operations of entertainer coaches employed on a charter or lease basis; actively promote the high-quality services of EMC members; and more.
The EMC is an organization of responsible owner-operators of high quality and professional motorcoach service in North America. These services are generally provided for the entertainer market, specifically those needing tour accommodations while they travel on the road from one performance venue to another.

The National Highway Transportation Administration’s (NHTSA) recently opened a 30-day comment period on the petition from Hemphill Brothers for a temporary exemption from the three-point seat belt requirement at side-facing seats on entertainer type motorcoaches. Comments are due by April 29.
Linked below is a draft letter template that you may use to comment. All you need to do is open the letter and edit the portions highlighted in yellow and then submit to NHTSA.
You may submit your comment, identified by the docket number in the heading of this document, by any of the following methods:

Today's Federal Register includes a notice from NHTSA seeking comments on Hemphill Brothers petition for a temporary exemption from the three-point seat belt requirement at side-facing seats on entertainer type motorcoaches. There is a 30-day comment period on the petition, with comments due April 29, 2019.
Unfortunately, as we expected, the notice does not include the other 39 petitioners. We have developed a template for identical petitions to be filed by the other 39 companies on the same basis as the Hemphill Brothers petition. Unless I hear otherwise from any company on the call today, we will file these additional 39 petitions with NHTSA by COB March 29, 2019.
