Entertainer Motorcoach Council

The mission and purpose of the Entertainer Motorcoach Council (EMC) is to inspire a level of confidence in the safety, reliability, and quality of service for the operations of entertainer coaches employed on a charter or lease basis; actively promote the high-quality services of EMC members; and more.


The EMC is an organization of responsible owner-operators of high quality and professional motorcoach service in North America. These services are generally provided for the entertainer market, specifically those needing tour accommodations while they travel on the road from one performance venue to another.

Make Your Voice Heard - Comments On 13 EMC Seatbelt Petitions are Due by October 19

The National Highway Traffic Safety Administration (NHTSA) has opened a 60-day comment period on the petition from 13 EMC members for a temporary exemption from the three-point seat belt requirement for side-facing seats on entertainer type motorcoaches. Comments are due by October 19, 2020.

In a notice published November 14, 2019 by NHTSA, NHTSA is granting the petition from Hemphill Brothers Leasing Company, LLC (Hemphill), for a temporary exemption from a shoulder belt requirement of Federal Motor Vehicle Safety Standard (FMVSS) No. 208, “Occupant crash protection,” for side-facing seats on entertainer type motorcoaches. The exemption allows Hemphill to install Type 1 seat belts (lap belt only) at side-facing seating positions, instead of Type 2 seat belts (lap and shoulder belts). This exemption applies to the motorcoaches produced from November 14, 2019 until November 15, 2021.
