2020 BISC Fall Webinars

Recharge Your Safety Program with BISC, as Motorcoaches Restart

COVID-19 has challenged the bus and motorcoach industry. But we have been tested many times before. Each time, we’ve proved our resiliency, bouncing back. Because when people get together, even virtually, things get done.

Our in-person summer Bus Industry Safety Council (BISC) meetings were cancelled this past summer and our January meeting has been moved, but BISC often also has educational conference calls or webinars on a quarterly basis. This fall, you can look forward to webinar sessions that will help you prepare to get back on the road or tackle timely topics.

The Bus Industry Safety Council is your forum to address the latest safety and compliance topics that affect motorcoach operations.

For this fall education series, no single registration is required and there are no fees to participate. All sessions are offered al a carte, so join us for one or join us for all, it is up to you!

Thursday, October 29

11 am “Get to Know the BISC Mentor Program”

Speaker: Mike McDonal

The Bus Industry Safety Council, (BISC), has formed a mentor program to help your company return to success with the resources you currently have available, and possibly new people in new positions and roles. We have assembled a cadre of dozens of mentors with decades of industry and safety compliance experience. These mentors run the gamut in terms of their special areas of focus, as experts in compliance, safety, driver training, OSHA regulations, vehicle maintenance, security, filings, as well as day to day operations of a bus company. Although business may not yet be at the levels we are hoping for, the safety and security of our passengers will always be of paramount importance for our industry. Compliance reviews, OSHA audits, ADA requests for service, and the daily monitoring of our drivers and buses will continue.

These industry professionals are volunteering their time and experience to help any company that is in need of one-on-one education, guidance or just to talk and reaffirm your teams that we are all in this together and able to support each others. The BISC and its sister council the Bus Maintenance and Repair Council, (BusMARC), have provided a continuing educational series of topics throughout the summer and will continue to support the industry with additional programs into 2021 and beyond. The Mentor Program is an extension of this education to provide a personalized approach to the issues and concerns that you face in your own operations.

“Get your Fleet Ready for Winter Operations, Keys to Winterization”

Speaker: Panel

Your buses have been sitting idle throughout the pandemic, but now its time to restart your operations. What are some things that you should be thinking about maintenance-wise as you start to ramp up to full operations again? What about for severe winter weather? Or low operating temperatures? This session will take you through some good maintenance best practices as well as help you to adopt some new ideas to help you cope in this post-COVID-19 reality. As we begin to restart things again, we don't want to see you stuck with any maintenance problems at the side of the road or in your garage.

  “Understanding the New TSA Training Rule for the Motorcoach Industry & Other Available Security Resources”

On May 1, TSA published a notice extending the implementation of its security training final rule.  The rule requires higher-risk surface transportation providers to provide security training for certain employees.  The extension delays the effective date and the related compliance deadlines at least 3 months due to the COVID-19 pandemic, with the possibility for a longer delay after further assessment.  

In addition to other surface modes, the rule applies to certain over-the-road buses (specifically those fixed route and commuter operators providing service to New York City, DC, Chicago, LA, Houston, Newark, San Francisco, Boston, San Diego, and Philadelphia). Compliance with the rule will be instituted in stages. TSA has already created and maintained several free security training programs for the motorcoach industry.

“Refresher & Update on Compliance with the FMCSA Lease & Interchange Rule for Passenger Carriers”

In August 2019, FMCSA published a final rule revising the 2015 Lease & Interchange rule. The revisions basically exempt contracts/agreements between passenger carriers from the Agency’s leasing requirements, if all the carriers involved in a lease have active operating authority from FMCSA; restore the marking requirements in effect prior to the 2015 rule; and eliminate the customer notification requirements when leasing from another carrier. A big win for the industry! The new rule has a compliance date of Jan. 1, 2021. Find out more about what you need to do to stay in compliance!
